Iraq Kurds ready for talks over crisis, oil: deputy PM

BAGHDAD (Reuters) - Iraq's Kurdistan is ready to restart negotiations with Baghdad to end their crisis, focusing on a long-delayed oil law to hand regions more say in managing energy resources, Iraq's Deputy Prime Minister Rosh Nuri al-Shawish, a Kurd, said.

The positive tone from Shawish signaled the Shi'ite-led central government and self-governed Kurdistan may be edging towards resolving their dispute over oil, territory and power-sharing that is straining Iraq's uneasy federal union.

Shawish told Reuters Kurdistan believes part of the dispute can be ended by passing an amended 2007 draft of an oil and gas law, which all parties had agreed to as part of broader power-sharing among Shi'ite, Sunni and Kurdish blocks.

"Approving this draft and adding some amendments which are agreed on by all parties ... is the proper way to resolve this," the deputy prime minister, one of the go-betweens for talks between Baghdad and Kurdistan, said in an interview.

Shawish said Kurdish officials had met with the head of the Prime Minister Nuri al-Maliki's Shi'ite National Alliance, Ibrahim al-Jaafari, for preliminary talks, and the atmosphere had improved enough for them to see room for progress.

Kurdistan has tested Baghdad's resolve for months by signing deals with foreign oil majors, such as Exxon and Chevron, contracts the central government rejects as illegal and part of a Kurdish push for more autonomy.

Their dispute is complicating a crisis in Iraq's fragile power-sharing central government, which was hobbled by infighting among Sunni, Shi'ite and Kurdish parties even before the last U.S. troops left in December.

Kurdish leaders and the Sunni-backed Iraqiya party often accuse Maliki of sidelining them and say the Shi'ite leader is amassing power at their expense. His backers say the premier's partners in power-sharing are trying to unseat him.

THREATS AND TALKS

Baghdad and the Kurdish capital Arbil are currently fighting over exports. Kurdistan has threatened to stop its share of national oil exports at the start of September, claiming Baghdad is not fulfilling payments to companies working there.

Iraq says Kurdish authorities have not supplied the correct paperwork and receipts for an audit of payments.

Adoption of a new oil and gas law has long been considered critical to the success of Iraq's rapidly developing oil sector, although Baghdad has signed multibillion-dollar contracts with global oil majors despite antiquated legal safeguards.

Last year, Maliki and Kurdistan agreed by December 2011 they would either amend the 2007 hydrocarbons law as agreed by all political factions or adopt the 2007 law as is. But that deadline past without agreement.

The 2007 draft gives regional powers partial authority over their reserves, and Maliki advisors have said in the past they would prefer that version because time was running short.

Autonomous since 1991, Iraq's Kurdistan runs its own government and armed forces, but relies on the central government for a percentage of the country's oil revenues from the national budget.

Shawish said Kurdish officials believe signing exploration contracts with oil majors without Baghdad's permission is a constitutional right. Disputes flared because Baghdad relied on old oil laws from Saddam Hussein's era centralizing control, he said.

"The controversy comes from this point, relying on old laws while looking for a new law in line with the constitution," the Kurdish politician said.

Sony debuts new phones, tablets, TVs, cameras

Sony has announced a whole flock of new products at the IFA tech?trade show in Berlin. Practically every line of consumer electronics was refreshed during the hour-long press conference, from mobile phones and tablets to cameras and TVs. Here's the short version:

The biggest announcement, at least physically, would be an enormous, new super-high-definition TV. The XBR-84X9005 is an expansive 84 inches diagonally, with a resolution of 3,840-by-2,160 ? twice as many pixels in both directions as a 1080p set. Of course it supports 3-D and?has?all the usual smart-TV features. It should be available this year, and while pricing wasn't discussed, it will probably be extremely expensive.

Four new smartphones were also shown off: The Xperia TX, T,?V, and J are Sony's?latest Android offerings, coming in three distinct sizes and specs. The TX is the flagship model, with a 4.6-inch 720p display, 13-megapixel camera, and lots of built-in media functions; it has a sort of twin, the Xperia T, described as being used by James Bond, that doesn't differ much in specs but has a slightly different design. The V has a smaller 4.3-inch screen (also 720p) and is water-resistant, while the J is smaller still at 4 inches?and looks to be the budget device. All the phones share an understated design and slightly curved back.

There's a trio of tablets (or tablet-like devices) as well, also very distinct from one another.

The Tablet S is the newest version of Sony's regular consumer tablet, with the same slightly wedge-like form factor but lighter, faster, and now also "splash-proof." It'll recognize wet fingers, so you can bring it poolside with no worries. It has a sleek keyboard dock, but the flat, touch-sensitive keys don't look conducive to quick or extended typing.

The Vaio Duo 11, a combination tablet and laptop made for Windows 8, was leaked earlier this week but is now official. It can be used as a tablet, but the screen folds up to reveal a hidden keyboard.?It's really more of a compact full-on PC than a tablet, with USB, HDMI, SD?and even VGA ports. People seeking productivity will find lots to like, but consumers may want something simpler.?

Sony is attempting to break into a whole new class of device with the Tap20, a 20-inch,?all-in-one "tabletop PC" that lays flat like a tablet. It sounds a bit strange at first, but as a household device for watching movies, editing photos and playing games, it could actually be a good compromise: the cordless portability of a tablet combined with the size and power of a desktop.

Lastly, there's?a pair of cameras. The NEX-5R is an update to its mirrorless interchangeable lens line that adds better?autofocus and some handling improvements. You can also run optional "apps" downloadable from a Sony app store. Then there's the Action Cam, a small 1080p camera like those from GoPro and Contour that clips onto helmets and surfboards and the like, capturing wide-angle footage that you can review through a smartphone app.

Most of the devices should be available in the next few months, but as IFA is a European show, differences in each country's pricing and schedule prevent Sony getting too specific. A?U.S. release of these devices is likely not far behind, and pricing will be announced closer to that time.

Iraq political row threatens future polls

A bitter row between Iraq's political blocs is threatening the future independence of the country's election commission and is casting doubt on whether provincial polls due next year will be held on time.

Parties have been locked in stalemate for months over the selection of board members for Iraq's Independent High Electoral Commission (IHEC), with the dispute leaving many to doubt whether those chosen will be able to exercise any independence whatsoever with provincial elections looming.

"Definitely, they (board members) will not be independent," said Mahmud Othman, an independent Kurdish lawmaker. "It's a bad way to build institutions, but that's what is going on."

Hamed al-Mutlak, another MP, admitted that while politicians wanted IHEC to be independent, "unfortunately, this is what is happening now."

"It's not ideal," added the member of the mostly Sunni-backed Iraqiya bloc.

The dispute stems from a months-long row between Prime Minister Nuri al-Maliki's bloc and opponents, all of whom are members of a unity government.

Maliki's rivals accuse him of brandishing an authoritarian streak and have pushed, unsuccessfully, to withdraw confidence from his government.

For his part, the premier says he is being restricted from enacting policies by an unwieldy coalition.

"This is no longer about an independent electoral commission," said a Western diplomat who spoke on condition of anonymity. "You cannot look at the IHEC issue in isolation... The consequences could be bigger."

"IHEC hasn't been picked yet, so we don't know how it will operate. But the spat right now suggests it will operate on a sectarian basis."

After months of screening and interviews, MPs and officials managed in May to whittle a field of 7,200 candidates down to 60 finalists for nine commissioner posts.

Since then, no agreement has been reached on who should fill the vacancies with disputes centring around how to ensure the commission reflects Iraq's sectarian, as well as political, composition.

The UN has been so concerned with the protracted dispute that it issued a statement on August 5 in which special envoy Martin Kobler warned further delays "would pose a serious threat to the democratic process in Iraq."

"We want to maintain the electoral date, that is March 2013," Kobler told AFP. "And for good elections, you need a strong IHEC. A strong IHEC needs time to organise elections."

Matters have been further complicated by proposals to expand the board from nine to 15 members in order to accommodate more parties' chosen candidates.

"We call it consensus, but really it's sharing," said Othman, alluding to various parties lobbying to choose particular IHEC board members. "If it will be not independent, that means the elections will not be credible."

Were the current nine-member framework to persist, the commissioners would likely break down as four Shiites, two Sunni Arabs, two Kurds and one Christian, according to diplomats and lawmakers.

Within those groupings, further fragmentation would occur along party lines -- on the Shiite side, for example, Maliki's State of Law alliance would choose at least one commissioner, the movement loyal to anti-US cleric Moqtada al-Sadr would select one, and another Shiite bloc would choose another.

A similar distribution would be implemented if the IHEC board were expanded to 15, though with greater representation for smaller parties.

As a result, diplomats have voiced concern that commissioners will not be independent, and point to national elections due in 2014 as a key marking point for parties to count on their loyalty.

Further ammunition came through on Tuesday for those who argue IHEC has become politicised when the outgoing commission chief and two other board members were handed suspended prison sentences.

Faraj al-Haidari told AFP that he and two others received one-year suspended sentences, effectively barring them from public office for life.

"During this process, they (the finalists) are lobbying to get support," said one diplomat with experience in advising countries on polls. "If they were independent before, they will not be independent at the end of the process."

"There is nothing independent in Iraq ... so why do we think that the electoral administration is going to be an oasis, surrounded by partisan institutions?"

"It's like playing football, but because nobody scores, you change the rules to let people use their hands -- fine, but don't call it football. If you change (the IHEC board) from nine to 15 only because you need to include all the political parties, then don't call it an independent election commission."

The diplomat warned that IHEC would require at least six months to organise elections, putting planned provincial council polls due in March 2013 in doubt.

Complicating matters is the fact that MPs are considering an amendment to the law governing IHEC that would require its staff reflect the population distribution of Iraq's 18 provinces, meaning countless trained election workers would be fired.

This, the diplomat said, could extend the timeline to two years.

"If it slips a couple months, that's OK," said the Western diplomat who raised concerns IHEC could operate on a sectarian basis. "But if it slips into next summer? I don't know."

"If I was to put money on whether provincial council elections are going to be held on time, I would say probably not."

"Eden" to get North American release

LOS ANGELES (TheWrap.com) - The Toronto-based distributor Phase 4 Films has acquired all North American rights to director Megan Griffiths' drama "Eden," Phase 4 announced on Wednesday.

Griffiths and Richard B. Phillips Jr. wrote the screenplay for the project, and Jamie Chung, Beau Bridges and Matt O'Leary are set to star in the film, produced by Colin Harper Plank and Jacob Mosler.

The story follows a Korean-American teenager who is abducted and forced to work as a sex slave in Las Vegas after getting a ride home from a bar in New Mexico. Phase 4 is planning to release the film early in 2013.

"Eden" made its world premiere at the 2012 SXSW Film Conference and Festival, where it won several prizes. It also played at the 2012 Seattle International Film Festival, where Chung won the best actress award.

International sales for the film are being handled by the Los Angeles-based sales company Cinema Management Group (CMG).

CMG has already closed sales in a number of areas including Germany, Austria, Switzerland, Belgium, The Netherlands, Middle East, Japan and South Korea.

Twitter removes ability to see what app a user tweeted with

An update to?Twitter Monday removed a minor but well-liked feature that let users see the app or service with which others were tweeting. It's the latest in a series of changes that are meant to emphasize the core Twitter experience.

At the bottom of many tweets, one would often see a subtle "via Tweetdeck" or "via Seesmic," indicating that a third-party app or site was in use. Some apps provided a clearer view of the user's followers and followed users. Others would allow a user to schedule tweets, automate attachments or link shortening, and other minor, helpful features.

Removing the "via" badge on Tweets does simplify the presentation slightly, but some users relied on it to tell whether a tweet was live or delayed, whether a person was mobile or at their computer, and other metadata valuable to power users.

As has happened before when Twitter pushes an unpopular update, the users are up in arms and #OccupyTwitter is the rallying cry. Recent changes have alienated developers and soured relations with competing and complementary services, driving many to support a less restrictive and ad-free (but not free to use) alternative called App.net?or otherwise protest Twitter's crackdown.

Given the steady rate at which Twitter has been announcing changes, it may not be too long?before another update?is announced. Stay tuned, and don't get too comfortable.
