Economy weighs heavily on Florida working class (AP)

LAKE BUENA VISTA, Fla. ? Clarito Macalalad knows what it's like to support a family of four on a $12.08-an-hour wage. But the cook at a Disneyworld restaurant suspects that the Republican presidential candidates ? and Mitt Romney in particular ? don't have any idea of what America's working poor are going through. And, partly for that reason, Macalalad says he'll probably vote for President Barack Obama in the fall.

"Romney, he's too rich," Macalalad, 38, said. "He wouldn't know what to do if he was poor."

For others, there's only one thing that matters as they weigh Romney's candidacy.

"He's not Obama," says Becky Niemczyk, 34, who works at a Christmas-themed shop in Downtown Disney and planned to back the former Massachusetts governor.

Despite Florida's wealthy beach resorts, expensive Disney vacations and swank Miami hotels, much of the state is populated by hard-working, blue-collar people who were hit hard during the recession and struggle daily.

The large working class in the populous area surrounding Interstate 4, which runs from Tampa on the Gulf Coast to Daytona Beach on the Atlantic and straight through the heart of Orlando's theme park zone, often holds the key to a candidate's success in both primary and general elections.

Over the next 10 months, Obama and the eventual Republican nominee will make countless visits to this area of a state suffering mightily from the slow economic recovery. The state has nearly 10 percent unemployment, some of the nation's highest foreclosure rates and skyrocketing property insurance costs, all of which are casting a pall over people as they decide who to support in Tuesday's Republican presidential primary and in the fall ? if they vote at all.

"It's a lot of empty promises," groused Donna Bosse, 54, who works in a kiosk selling discount theme-park tickets in a strip mall just outside Disney's gates. She doesn't plan to vote, but she still has an opinion, saying: "It's going to take a lot more than one man to turn this economy around."

In a string of interviews, voters said they are taking into account their own dwindling finances as well as the overall dismal situation as they weigh who to support in a state that has become a critical battleground in every recent White House race.

Some are enthusiastic Obama supporters. Others are mad at the president for not fixing the economy but might vote for him anyway. Still others plan to cast a ballot for Romney because they think he's a good businessman. Few mentioned the other Republican candidates: Newt Gingrich, Rick Santorum or Ron Paul. They see the general election as shaping up between Romney and Obama, largely because of the economy.

Polls show Romney with a comfortable lead over Gingrich, his chief challenger, ahead of Tuesday's primary, though there's no guarantee that Romney will end up clinching the nomination. Only four states have weighed in on the Republican nomination fight so far.

In both the primary and the general election, the economy and lack of well-paying jobs trumps all.

In this region, many of the jobs are low-wage. For instance, the average housekeeper makes between $8 and $10 an hour, according to UNITE HERE, a union that represents some 13,000 hospitality workers at Disney and other companies.

"Sometimes people take two or three jobs to make it," said Virginia Cruz, a housekeeper at Disney's Animal Kingdom Lodge.

After 15 years with the company, she said she makes $13.18 an hour and that it's difficult to pay the $30 a week needed for health insurance, which is up from $2.95 a week when she first started.

The Republicans, she said, are ignoring the working class and she plans to vote for Obama, saying: "We need better hourly wages, better schools, better health insurance."

As for Obama's wealthy potential opponent, Cruz said of Romney: "He didn't earn nothing ... He was a businessman who owned a lot of companies. He earned it on the poor people that worked so hard for him."

It would be easy to classify all of central Florida's hospitality workers ? the tens of thousands of people who clean the theme parks, make the hotel beds and ring up the tourist tchotchkes ? as blue-collar Democrats who view Romney's wealth, estimated at between $190 million and $250 million, with suspicion. But it would be wrong.

Take Hamid Abdlouhed, a 38-year-old worker in a strip-mall tobacco shop.

"I like Mitt Romney," he said. "I like his economical skills as a businessman. I trust him more about how to solve the economy. He's been successful."

Abdlouhed respects Romney's argument that he's "earned" his wealth by working hard in a way that speaks to the American dream.

He planned to vote for Romney on Tuesday.

But when it comes to the general election in November, he hasn't decided whether to back Obama like he did four years ago.

"Right now there's a 50-50 chance I will vote for Obama," Abdlouhed said, who, like so many others, cited the economy as his main concern.

The pain suffered by older adults is the shared focus of the two newest entries in The Gerontological Society of America's (GSA) From Publication to Practice series. Together they address both pain management and new labeling changes for one of the most popular pain medications, acetaminophen. Both issues aim to provide readers with information on how new advances in pain prevention, treatment, and management may improve care and quality of life for older adults. The From Publication to Practice series was launched last year to promote the translation of research into meaningful health outcomes.

"Taken together, these two new resources will enable the gerontological community to identify opportunities to improve pain management services," said Cathy Alessi, MD, the 2011 chair of GSA's Health Sciences Section. "Research indicates that severe pain in older adults leads to a decreased quality of life, including both satisfaction with life and health-related quality of life."

One of the installments, "An Interdisciplinary Look at Advancing Pain Care, Education, and Research: Responding to the IOM's Call to Action To Improve Pain Management," was supported by an educational grant from Purdue Pharma, L.P. While addressing shortfalls in assessment and treatment for older adults with pain, this publication aims to inform health care providers, researchers, policy makers, educators, caregivers, and patients about a recent Institute of Medicine (IOM) report, "Relieving Pain in America: A Blueprint for Transforming Prevention, Care, Education, and Research."

While pain affects approximately one-third of Americans and exacts a huge toll from society in terms of morbidity, mortality, disability, demands on the health care system, and economic burden it remains widely undertreated. GSA's new publication also provides an overview of needs for care, education, and research, and lays out a blueprint for transforming pain care.

The other new issue, "An Interdisciplinary Look at Labeling Changes for Acetaminophen and the Implications for Patient Care," was supported by McNeil Consumer Healthcare. It was produced in response to the U.S. Food and Drug Administration's recent modifications to the recommended daily dosage of acetaminophen. The purpose of these changes is to make patients aware of the presence and amount of acetaminophen in single-ingredient and combination products with the goal of preventing overdoses that can cause acute liver failure.

Acetaminophen is present in more than 600 over-the-counter and prescription products used by more than 50 million Americans each week. This commonly used medication is taken to treat conditions such as pain, fever, and the aches and pains associated with cold and flu. Acetaminophen over-the-counter or prescription is the most frequently prescribed agent for pain relief. This installment of From Publication to Practice provides essential information on the new labeling changes and describes the resulting implications for patient care, especially for older patients. It also presents important steps that clinicians and aging network professionals can take when educating patients.

Police find wreckage of suspected drug plane (AP)

SANTO DOMINGO, Dominican Republic ? Authorities in the Dominican Republic say human remains and drug paraphernalia have been found in the wreckage of a small plane found in a remote southwestern area.

Anti-drug agency spokesman Roberto Lebron says it's not clear if more than one person died in the crash. He says police on Monday also found charred bundles of plastic containers used to package cocaine.

Other parts of the crashed plane were found Saturday in Loma de la Jaiba, a rural community 155 miles (250 kilometers) west of the capital of Santo Domingo.

U.S. officials say about one-tenth of South American cocaine bound for the U.S. and Europe last year traveled through Hispaniola. That's the Caribbean island shared by the Dominican Republic and Haiti.

Florida NAACP Members 'Will Not Be Silenced' By New Voter Laws

'The rules are setting up minority and young voters to fail,' University of South Florida NAACP President Vanity Shields tells MTV News.

TAMPA, Florida — It's fitting that 20-year-old University of South Florida Junior Vanity Shields, 20, chose to speak to MTV's Power of 12 in the shadow of her campus' Martin Luther King Jr. memorial reflecting pond.

Nearly 50 years after the Voting Rights Act of 1965 outlawed discriminatory laws that disenfranchised black voters thanks to the tireless work of the civil-rights giant, Shields is preparing for another voting-rights fight in her state. The president of the NAACP chapter on the USF campus and first-time voter is concerned that a new Florida law, ostensibly aimed at cutting down on voter fraud, might leave many young and African-American voters off the rolls this presidential election year.

"I personally feel that the rules are setting up minority and young voters to fail," the health sciences major said of the new law, which carries heavy penalties for third-party organizations trying to register new voters if they fail to comply with the sometimes-byzantine rules. "Now they have 48 hours to fill out this massive amount of paperwork."

A portion of the new law includes restrictions on community-based voter-registration drives that require anyone registering new voters on behalf of organizations such as Rock the Vote or the League of Women Voters to turn all forms in within 48 hours of obtaining a signature or face unspecified civil penalties. Those two groups have been forced to suspend their voter-registration efforts in Florida this year because, according to a press release announcing a lawsuit seeking to block the new provisions, they "include burdensome administrative requirements, unreasonably tight deadlines for submission for completed forms and unnecessarily harsh penalties for even the slightest delay or mistake."

Shields said the USF NAACP chapter has been very active on the issue and planned a general body meeting called "The Colors of Justice" on Monday (January 30) to discuss the new rules and raise awareness about them. There will also be a voter-awareness rally soon, though she said efforts such as the NAACP's get-out-the-vote "Souls to the Poll" action from years past has been canceled this year because of new restrictions on registering voters on the Sunday before an election.

"I am originally from New Jersey, and Hillsboro County in Tampa is a pre-clearance [area]. ... What that means is that people who were previously registered are still able to vote, but with this new law, if Hillsboro County were not pre-clearance, I would have to go back to New Jersey to vote," said Brianna Simms, 20, the second vice president of the USF NAACP chapter. "As a college student, I don't have the funds or the time to do that, so that would limit my impact on the country in choosing our next president."

Shields said awareness of the voting issue is pretty low at the moment, but she plans to start posting about it on Twitter and Facebook, distribute fliers and ask her fellow students if they know about the changes. "I feel that our demographic is being targeted and that they're trying to silence us, but we will not be silenced," she said. "We will speak our minds and keep our right to vote."

Liam Neeson solidifies action star status with "Grey" success (Reuters)

LOS ANGELES (TheWrap.com) ? Liam Neeson may be the world's most improbable action star.

The towering 59-year-old star of "The Grey," known earlier in his career for roles in critically-lauded films such as "Schindler's List" and "Kinsey," has turned into one of the most reliable action stars. And he did it at an age when contemporaries such as Denzel Washington and Bruce Willis have become less of a sure thing in action movies.

The former forklift operator from Northern Ireland also delivers at least as well -- or better -- than younger stars such as Matt Damon, Vin Diesel and Nicolas Cage in those movies. His mid-life transformation, which began with 2008's "Taken," has continued after the 2009 death of his wife Natasha Richardson in a skiing accident.

In "The Grey," Neeson plays a man working on an oil field in Alaska who must survive the elements and a pack of wolves after a plane crash. The movie opened last weekend to $20 million at the domestic box office, exceeding expectations.

Last year, "Unknown" grossed $61.1 million domestically on a budget of $30 million.

"Taken" -- the movie that turned the Academy Award-nominated actor into an action star -- grossed $145 million domestically on a $25 million budget in 2008.

Of his recent action movies, "The A-Team" was a disappointment, grossing $77.2 million domestically on a $110 million budget in 2010. But it was a ensemble adaptation of a TV show that did not rest on Neeson's shoulders or play to his strength as middle-aged man with something to prove.

Now look at action films starring Washington, a close contemporary to Neeson at 57, and once a go-to action star. Universal is opening his next movie, "Safe House," on February 10.

His 2010 "Unstoppable" grossed $81.6 million domestically on a budget of $100 million. "The Book of Eli," in 2010, took $94.8 million on an $80 million budget. "The Taking of Pelham 1 2 3" in 2009, grossed only $65.5 million domestically on a $100 million budget.

Willis has seen his star power diminish from his heady days heading the "Die Hard" franchise. Now 56, a few years younger than Neeson, he has an uneven record at the box office, with "Red" and "Cop Out" among his recent offerings.

Damon is a generation younger at 41. His "Bourne" movies made him an action star, but he doesn't seem to have a big appetite for such meat-and-potato roles, choosing instead to star in a diverse array of films including "We Bought a Zoo," "True Grit" and "Hereafter."

The 2007 "The Bourne Ultimatum" alone grossed $227 million domestically on a $110 million budget.

But "Contagion," in 2011, grossed $75.6 million domestically on a budget of $60 million, the 2010 "The Green Zone" took $35 million domestically on a $100 million budget and 2011's "The Adjustment Bureau" took $62.5 million domestically on a budget of $50.2 million.

It's the same for Diesel.

While he is golden in Universal's spectacularly successful "Fast and Furious" franchise, the 44-year-old otherwise doesn't seem to be a bankable action star outside that.

He had good numbers with his 2005 "The Pacifier," which grossed $113 million domestically and had a budget of $56 million. But his 2008 "Babylon A.D." grossed only $22.5 million domestically on a $70 million budget. His 2004 "The Chronicles of Riddick" took only $57.6 million on a budget of $110 million and his 2003 "A Man Apart" grossed only $26.2 million domestically on a $36 million budget.

At 59, Neeson was born the same year as David Hasselhoff, Gus Van Sant, Mandy Patinkin, Dan Aykroyd, John Goodman, Harvey Fierstein and one-time action star Mr. T.

And before he was an action star, he was an actor. He was nominated for an Academy Award and a Golden Globe for his role as Oskar Schindler in "Schindler's List," and was nominated for a Golden Globe for his roles in "Kinsey" and "Michael Collins."

The action roles keep coming for him: In addition to a small role in "The Dark Knight Rises," this year he stars as Admiral Shane in "Battleship" and as Zeus in "Wrath of the Titans." He will also return as Bryan Mills in a sequel to "Taken," the movie that made him an action star.

17-year-old girl dies in Mt. Hood snowboarding accident

PORTLAND ? A 17-year-old Sandy girl was found dead after a snowboarding accident at Skibowl Friday night.

Taylur Dewolf was reported missing at around 10:30 p.m. Friday, according to Sgt. James Rhodes of the Clackamas County Sheriff?s Office. Her family and friends said they had last seen her three hours earlier.

Rescue crews found her body near Dog Leg Run at about 11:05 p.m., Rhodes said. She had apparently lost control while snowboarding at a very high rate of speed, and had run into a tree just off of the groomed run.

She suffered severe trauma to her head and chest. Investigators said she was wearing a helmet.

John Vermas, at Skibowl, said it was the first death at the resort since 1996.

Man charged in slayings of SC officer, Ga. woman (AP)

AIKEN, S.C. ? A 26-year-old man was arrested Saturday and charged with murder in two states after police say he killed his girlfriend in Georgia, and then fatally shot a South Carolina police officer responding to a report of suspicious activity, authorities said.

Police in South Carolina said Joshua Tremaine Jones was charged with murder Saturday in the death of Aiken police Master Cpl. Sandra Rogers.

The Aiken Department of Public Safety said officers were responding Saturday morning to a report of suspicious activity involving two cars, and that Rogers was shot after stopping one of the vehicles.

Jones was arrested hours later at a residence in Batesburg.

Saturday evening, a visibly moved Aiken Public Safety director Charles Barranco announced that Rogers had died at an area hospital. The Aiken native had spent a nearly 28-year career with the department; she was 49.

With police officials standing behind him, Barranco told reporters that Jones faces charges of murder and possession of a firearm during the commission of a crime.

In neighboring Georgia, The Augusta Chronicle reported that Jones also faces murder charges in the death of his girlfriend, 21-year-old Cayce Vice. Police found her body in her apartment Saturday morning after she didn't show up for work; she had been shot in the head.

Richmond County sheriff's Capt. Scott Peebles told the newspaper that the agency had obtained warrants for murder and possession of a firearm by a convicted felon.

A phone message left late Saturday for the Richmond County Sheriff's Office was not immediately returned.

The Aiken public safety department issued a statement Saturday evening praising Rogers as "an invaluable street cop who exemplified the model of a Public Safety Officer," according to WLTX-TV in Columbia, S.C.

"Master Corporal Rogers was a highly skilled investigator and senior patrol officer on her shift," the statement said. "Please keep the Rogers family and Aiken Public Safety in your prayers as once again we deal with this tragic loss."

Another Aiken police officer, Scotty Richardson, was shot and killed on Dec. 20.

Sea lions 'shot' on US west coast

Eight sea lions have been found shot dead in the US state of Washington in the past few weeks, wildlife officials have told a local TV station.

The bodies of seven sea lions with bullet wounds were recently found on the Nisqually River, KING-TV reports.

An eighth sea lion was found dead in West Seattle on 23 January. The Seal Sitters conservation group said it, too, had been shot.

Fishermen regard sea lions as pests because they prey on salmon.

The Seal Sitters say the eighth dead animal was a California sea lion, a mature male. The species is protected under the US Marine Mammal Protection Act.

"Evidence of a 'penetrating' wound, suspected to be that of a bullet, was found deep in the tissue and tracked back to the entrance wound," the Seal Sitters said on their blog.

The sea lion's remains were analysed by a biologist from the Washington Department of fish and wildlife.

The examination also revealed a wound from a shark bite and the sea lion's intestines were twisted, the Seal Sitters said.

One of the animals found on the Nisqually River was a Stellar sea lion, protected under the Endangered Species Act.

Both the state Department of Fish and Wildlife and the National Oceanic and Atmospheric Administration (NOAA) are investigating the deaths, KING-TV reports.

"California sea lions are sometimes viewed as a nuisance by commercial fishermen and there are records of stranded sea lions with gunshot wounds and other human-caused injuries," the NOAA says on its website.

Army's largest renewable energy project part of $61 million energy contracts

WASHINGTON (Jan. 25, 2012) -- The Army has awarded three Energy Savings Performance Contracts with a total value of $61 million, including one that will result in the largest renewable energy project executed to date by the Army.

These three projects will save the Army 267 billion British thermal units, or BTUs, annually and will provide the Army with 8.2-megawatts of renewable power capacity.

The White Sands Missile Range project, awarded last December, will provide the Army with 4.44-megawatts of installed photovoltaic capacity. The $16.8 million contract with Siemens Government Technologies will generate more than 10 percent of the installation's electrical energy consumption via solar renewable energy by the end of 2012, saving 10 million kilowatt hours of electricity and $930,000 annually.

When finished, this will be the largest renewable energy project in the Army, more than double the size of the current largest 2-megawatt array at Fort Carson, Colo.

At Fort Bliss, Texas, Johnson Controls Inc. was awarded a $16 million project that guarantees to save $42 million in energy costs over 25 years, while annually generating about 2.2 million kilowatt hours of energy from a renewable source. Under the contract, the installation will purchase energy produced by 5,500 solar panels, without owning or maintaining the equipment.

The project was specifically designed to offset peak afternoon energy demands when utility rates are highest and potential brown-outs are prone to occur. In addition to the solar panels, the agreement includes a variety of energy savings measures including utility monitoring and control systems to manage energy consumption of 120 buildings.

Johnson Controls was awarded a $34 million contract to install wind and solar photovoltaic systems, light-emitting diode, or LED, lighting, energy management control systems, and other energy conservation equipment and processes in Puerto Rico. This contract will benefit Fort Buchanan and 11 Army Reserve Centers on the island. This 16-year contract is projected to save the Army more than $65 million over the contract life.

These projects, awarded through the U.S. Army Engineering and Support Center, Huntsville, Ala., support the Army's goal of producing 25 percent of its utility energy requirement from renewable energy sources by 2025.

These latest contracts are part of a considerable Army effort to expand its use of ESPCs and a similar shared savings contract known as a Utility Energy Savings Contract, or UESC, to leverage private investment capital to help enable the Army to attain its energy goals.

In fiscal year 2009, the Army executed $115 million in shared savings contracts; in fiscal year 2010, this figure increased to $139 million; and in fiscal year 2011, it increased again to $144 million. In the first quarter of fiscal year 2012, the Army awarded $93 million worth of projects, including $61 million in December alone.

Under an Energy Savings Performance Contract, or ESPC, an energy service company provides equipment, capital and expertise to attain a specified level of energy savings over an extended period of time, up to 25 years. The contractor recoups their investment through an agreed-upon percentage of guaranteed cost savings.

The Army actively seeks and supports industry collaborations as a means of becoming less dependent on expensive and unstable energy sources and increasing compatible renewable energy development. The Army recognizes energy as a force multiplier and vulnerability. Without energy, the Army stands still and silent.

Nigeria president tells Boko Haram to come out and talk (Reuters)

ABUJA (Reuters) ? Nigerian President Goodluck Jonathan challenged the violent Islamist Boko Haram sect on Thursday to identify themselves and state clearly their demands as a basis for talks, while acknowledging that military confrontation alone will not end their insurgency.

In an interview with Reuters at the presidential villa in the capital Abuja, Jonathan said there was no doubt that Boko Haram had links with other jihadist groups outside Nigeria.

The sect killed more than 500 people last year and more than 250 in the first weeks of 2012 in gun and bomb attacks in Africa's top oil producer, Human Rights Watch said this week.

Coordinated attacks in the northern city of Kano killed 186 people on Friday in its most deadly strike to date, prompting the president to visit surviving victims.

"If they clearly identify themselves now and say this is the reason why we are resisting, this is the reason why we are confronting government or this is the reason why we destroy some innocent people and their properties ... then there will be a basis for dialogue," said Jonathan.

"We will dialogue, let us know your problems and we will solve your problem but if they don't identify themselves, who will you dialogue with?"

Jonathan, who won an election last year that observers said was Nigeria's cleanest since the end of military rule in 1999, has been criticized for dealing with the insurgency in the north using purely military means.

But in this interview he pledged to bring development to remote, semi-arid corners of the country where high youth unemployment has provided easy recruits for extremists.

"Military confrontation alone will not eliminate terror attacks," he said, adding that an "enabling environment for young people to find jobs" was also needed.

"Our commitment is to make sure our irrigation programs are all revitalized so most of these young people are engaged in productive agriculture and ... will not be free for them to recruit," Jonathan said in an ornate diplomatic meeting room adorned with pictures of Nigeria's heads of state since independence in 1960.

"WITHOUT A FACE"

As well as coming under fire for his handling of the crisis in the north, Jonathan suffered a week of vitriolic anti-government protests this month when he tried to scrap fuel subsidies, part of efforts to cut the fiscal costs, but was forced to partly reinstate it.

That prompted the oil ministry to announce a raft of measures aimed at defusing public anger about the extent of corruption and mismanagement in the sector, including setting up a new committee to hurry along the stalled Petroleum Industry Bill (PIB).

Jonathan said he was confident that a final version of the PIB, which aims to completely overhaul the country's shambolic oil industry, would be put before the national assembly by the end of February.

Wearing a dark grey kaftan and his trademark fedora hat, the former zoology lecturer and governor of Bayelsa state in the oil rich Niger Delta said the Boko Haram crisis would be much harder to resolve than the southeastern Delta conflict, which was largely defused in 2009 under an amnesty he helped broker.

That was because the Islamist militants do not have a clear public figurehead or negotiable aims, he said.

"If anybody invited Osama bin Laden (to talks), he wouldn't have appeared ... Boko Haram, if you invite them, they will not come. They operate without a face, they operate without a clear identity, so it is difficult to interface with such a group."

"That is the greatest difference between Boko Haram ... and the Niger Delta issue," he said, flanked by a larger-than-life portrait and Nigeria flags.

Boko Haram, whose name means "western education is sinful," was formed in 2003 in the remote, northeastern city of Maiduguri. It launched an uprising against the government in 2009 that security forces crushed in days of fighting with the sect that killed around 800 people.

Its leader Mohammed Yusuf was captured and died in police custody during those battles, triggering vows of revenge from other members of the sect which they now seem to be honoring in attacks on security forces and authority figures.

The group's members have said they want to impose Sharia law across Nigeria, although Jonathan doubted they had clear aims. "There is no clear thing to say: this is what we want," he said.

LINKS TO AL QAEDA

Security experts say there is growing evidence the group, or some members within it, have received training and support from other jihadist groups such as al Qaeda's north African wing.

Jonathan refused to be drawn on specific details on this.

"There is a lot of evidence there is linkages ... no doubt about that. Meetings are being held in north Africa, the movement of people in these places have been monitored and noticed. The level of involvement and probably in terms of funding and equipment, I do not know," he said.

The increasingly violence in the north, including a spate of high profile attacks on Christians, has led commentators like Nigerian author Wole Soyenka to predict a fresh civil war, 40 years after the secessionist Biafra conflict killed more than 1 million people and caused mass starvation.

"There is no way Nigeria will go into civil war. These are different situations," Jonathan said, adding that violence in modern day Nigeria was conducted by "pressure groups" using it to intimidate and threaten rather than full blown armies.

Jonathan sacked his chief of police and six other officers on Friday because of a string of defeats against Boko Haram.

Security forces have come under fire for failing to protect civilians in the north and elsewhere.

Some question whether civilian Jonathan, who as vice president first took power in May 2010 when his predecessor Umaru Yar'Adua died, can lead Nigeria out of this crisis.

"They are trying," Jonathan said, seeming relaxed throughout the interview. "Terrorism is new in Nigeria, and since its new, the security services have to change their methods. You cannot change methods overnight. But we will do more."

Many Nigerians believe Boko Haram has become a cover for northern politicians disgruntled at the election of a Christian southerner to try to destabilize his government.

They note that Boko Haram stepped up its bombing campaign hours after he was sworn in on May 30.

He was northerner Yar'Adua's running mate in a shambolic election in 2007, but his campaign to run himself after Yar'Adua's death was controversial because of an informal pact within the ruling PDP party that the presidency should rotate between the north and the south.

Jonathan said there may be some northern politicians using Boko Haram militants for intimidation. He reiterated that there were sympathizers with the group at all levels of government.

"I will not rule out that maybe some politicians get close to some members of Boko Haram, but I will not say that Boko Haram is a political group trying to undo Goodluck Jonathan," he said. "I cannot say it's because a southerner and a Christian is president that the Boko Haram saga comes up."

A week of protests against a hike in government subsidized fuel prices this month revealed massive public anger at endemic corruption, which has siphoned billions of dollars of the country's oil riches.

Jonathan said reports of corruption in the oil ministry and elsewhere were being investigated but that he could not sack anyone in the ministry until he sees proof of misconduct.

"Nigerians are angry about certain things government has not been able to conclude very quickly ... You cannot sentence a person without trial," he said.

He said efforts were being made to hurry the PIB.

"I believe that before the end of February, I'm very hopeful, we'll submit it to the national assembly ... But of course ... The president has no powers over the national assembly."

Talks on compensating uninjured Italy passengers (AP)

ROME ? Officials from Costa Crociere SpA met with consumer activists Thursday in an attempt to work out what could be a blanket compensation deal for uninjured passengers who were aboard the cruise ship that capsized off Italy's coast.

The deal being discussed would apply to 3,206 people from 61 countries who suffered no physical harm when the Costa Concordia hit a reef Jan. 13 after the captain made an unauthorized maneuver that brought the enormous ship too close to shore.

The offer would take into consideration the price of the ticket, any costs incurred in getting home after the disaster, the cost of items lost aboard the ship as well as damages for the ruined vacation and trauma resulting from the accident, said Furio Truzzi of the consumer group Assoutenti.

The offer would not apply to the hundreds of crew aboard the ship, the roughly 100 cases of people who were injured or the families who lost loved ones. Sixteen bodies have been recovered since the ship hit a reef carrying 4,200 people, with another 16 people still missing and feared dead.

"We are working for a collective transaction to come up with a value for damages," Truzzi said. "Each passenger can decide if this proposal is satisfactory. If it is not, they are free to react through a lawyer."

Truzzi said it was premature to discuss exact amounts of compensation. He said it would be an average and that any passenger who deemed his or her losses greater than the offer was free to counter the proposal.

"We will not close any doors," he said.

Costa has said it was in the process of reimbursing tickets and immediate expenses. Truzzi said those reimbursements did not preclude any future legal action on the part of those who were shipwrecked.

He said Assoutenti would work separately on a proposal for those who lost loved ones in the disaster and were also open to working with members of the crew if they came forward.

Truzzi said any damages agreed with Costa would be in addition to insurance policies taken out by passengers before embarking. He said 91 percent of the passengers had such policies.

Divers on Thursday were continuing the search for missing crew and passengers, although no one expected to find any more survivors.

Salvage experts were setting up operations so they could begin pumping tons of fuel off the ship starting Saturday to avert an environmental catastrophe. The stricken ship lies in pristine waters off the Tuscan coast that are prime fishing grounds and part of a protected area for dolphins and whales.

Costa is a unit of Miami-based Carnival Corp., the world's biggest cruise operator.

Buffett secretary to attend State of the Union

WASHINGTON (AP) ? The secretary for one of the world's wealthiest men and the wife of late Apple cofounder Steve Jobs are among those invited by the White House to attend the State of the Union address.

The State of the Union guest list has become an annual rite, with the first lady's box taking on the sort of gravitas shown at the Academy Awards' Red Carpet ceremony. The guests often have ties to a proposal or initiative the president will outline in the address.

Among this year's guests are Debbie Bosanek, the longtime secretary for billionaire Warren Buffett. Obama frequently cites Buffett's complaint that the nation's tax code is unfair because he pays a lower tax rate than his secretary, and was expected to do so again Tuesday.

The White House said Laurene Powell Jobs, the wife of late Apple cofounder Steve Jobs, would also attend Obama's prime-time address. So will Richard Cordray, the new consumer watchdog whom Obama installed using a controversial recess appointment, and New York Attorney General Eric Schneiderman, who has fought bank misconduct in the mortgage market.

Adam Rapp, a cancer survivor from Fall Creek Township, Ill. was also expected to join Michelle Obama in the first lady's box Tuesday night. The White House said Rapp has benefitted from Obama's health care overhaul.

Mark Kelly, former astronaut and husband of outgoing Arizona Rep. Gabrielle Giffords, will attend as well. Giffords is resigning from Congress to focus on her recovery after being shot, but will be on the House floor during the State of the Union.

Senate GOP's next move awaited in nominations spat (AP)

WASHINGTON ? President Barack Obama's appointments to two key agencies during the Senate's year-end break ensures that GOP senators will return to work Monday in an angry and fighting mood.

Less clear is what those furious Republicans will do to retaliate against Obama's "bring it on" end run around the Senate's role in confirming nominees to major jobs.

While Republicans contemplate their next step, recess appointee Richard Cordray is running a new Consumer Financial Protection Bureau, and the National Labor Relations Board, with three temporary members, is now at full strength with a Democratic majority.

Obama left more than70 other nominees in limbo, well aware that Republicans could use Senate rules to block some or all of them.

The White House justified the appointments on grounds that Republicans were holding up the nominations to paralyze the two agencies. The consumer protection agency was established under the 2010 Wall Street reform law, which requires the bureau to have a director in order to begin policing financial products such as mortgages, checking accounts, credit cards and payday loans.

The Supreme Court has ruled that the five-member NLRB must have a three-member quorum to issue regulations or decide major cases in union-employer disputes.

Several agencies contacted by The Associated Press, including banking regulators, said they were conducting their normal business despite vacancies at the top. In some cases, nominees are serving in acting capacities.

The Federal Deposit Insurance Corp., at full strength, has five board members. The regulation of failed banks "is unaffected," said spokesman Andrew Gray. "The three-member board has been able to make decisions without a problem." Cordray's appointment gives it a fourth member.

The Comptroller of the Currency, run by an acting chief, has kept up its regular examinations of banks. The Federal Trade Commission, operating with four board members instead of five, has had no difficulties. "This agency is not a partisan combat agency," said spokesman Peter Kaplan. "Almost all the votes are unanimous and consensus driven."

Republicans have pledged retaliation for Obama's recess appointments, but haven't indicated what it might be.

"The Senate will need to take action to check and balance President Obama's blatant attempt to circumvent the Senate and the Constitution, a claim of presidential power that the Bush Administration refused to make," said Sen. Charles Grassley, an Iowa Republican who is his party's top member on the Senate Judiciary Committee.

Grassley wouldn't go further, and Senate Republican leader Mitch McConnell of Kentucky hasn't tipped his hand after charging that Obama had "arrogantly circumvented the American people." Before the Senate left for its break in December, McConnell blocked Senate approval of more than 60 pending nominees because Obama wouldn't commit to making no recess appointments.

Republicans have to consider whether their actions, especially any decision to block all nominees, might play into Obama's hands.

Obama has adopted an election-year theme of "we can't wait" for Republicans to act on nominations and major proposals like his latest jobs plan. Republicans have to consider how their argument that the president is violating Constitutional checks and balances plays against Obama's stump speeches characterizing them as obstructionists.

Senate historian Donald Ritchie said the minority party has retaliated in the past for recess appointments by holding up specific nominees. "I'm not aware of any situations where no nominations were accepted," he said. The normal practice is for the two party leaders to negotiate which nominations get votes.

During the break, Republicans forced the Senate to convene for usually less than a minute once every few days to argue that there was no recess and that Obama therefore couldn't bypass the Senate's authority to confirm top officials. The administration said this was a sham, and has released a Justice Department opinion backing up the legality of the appointments.

Obama considers the new Consumer Financial Protection Bureau a signature achievement of his first term. Republicans have been vehemently opposed to the bureau's setup. They argued the agency needed a bipartisan board instead of a director and should have to justify its budget to Congress instead of drawing its funding from the independent Federal Reserve.

Cordray is expected to get several sharp questions from Republicans when he testifies Tuesday before a House Oversight and Government Reform panel.

The NLRB has been a target of Republicans and business groups. Last year, the agency accused Boeing of illegally retaliating against union workers who had struck its plants in Washington state by opening a new production line at its non-union plant in South Carolina. Boeing denied the charge and the case has since been settled, but Republican anger over it and a string of union-friendly decisions from the board last year hasn't abated.

Gaddafi supporters seize control of Libyan town (Reuters)

TRIPOLI (Reuters) ? Supporters of ousted Libyan leader Muammar Gaddafi seized control of the town of Bani Walid on Monday after clashes with a militia loyal to the new government in which four people were killed, witnesses told Reuters.

A resident of Bani Walid, about 200 km (120 miles) south-east of Tripoli, said the sides fought using heavy weaponry, including 106 mm anti-tank weapons, and that 20 people were wounded.

Another witness told Reuters the fighting had now stopped but that Gaddafi loyalists were in control of the town centre, where they were flying green flags, a symbol of allegiance to the ousted administration.

"They control the town now. They are roaming the town," said the witness, a fighter with the 28th May militia which was fighting the Gaddafi loyalists.

Bani Walid, base of the powerful Warfallah tribe, was one of the last towns in Libya to surrender to the anti-Gaddafi rebellion last year. Many people there oppose the country's new leadership.

The uprising in Bani Walid could not come at a worse time for the ruling National Transitional Council (NTC). It is already reeling from violent protests in the eastern city of Benghazi and the resignation of its second most senior official.

An air force official told Reuters that jets were being mobilized to fly to Bani Walid. In Tripoli, there were signs of security being tightened, Reuters reporters in the city said.

FIGHTERS "MASSACRED"

The violence in Bani Walid was sparked when members of the May 28 militia arrested some Gaddafi loyalists.

That prompted other supporters of the former leader, who was captured and killed in October, to attack the militia's garrison in the town, said the resident, who spoke on condition of anonymity.

"They massacred men at the doors of the militia headquarters," said the resident.

During Libya's nine-month civil war, anti-Gaddafi rebels fought for months to take Bani Walid.

Local tribal elders eventually agreed to let NTC fighters enter the town, but relations have been uneasy since and there have been occasional flare-ups of violence.

In November last year, several people were killed in Bani Walid when a militia group from Tripoli's Souq al-Juma district arrived in the town to try to arrest some local men.

Taking back control of the town will be challenging because it has natural defenses. Anyone approaching from the north has to descend into a deep valley and then climb up the other side, giving defenders an advantage.

Unruly NFC Championship fans face ouster from game (AP)

SAN FRANCISCO ? Don't yell obscenities, don't flip the bird ? and don't even think about insulting anyone's mother.

The San Francisco 49ers and the NFL have adopted extraordinary security measures for Sunday's NFC championship against the New York Giants after New Orleans Saints fans complained of harassment by unruly 49ers faithful last week.

Undercover police will be dressed in Giants' garb and on the lookout for nasty fans. Giants ticketholders will be handed a card as they enter Candlestick Park with details on how to contact police if they feel threatened. And more security cameras and undercover police officers will be in place to identify abusive fans.

Season ticketholders have also been warned to follow the NFL Fan Code of Conduct: no foul or abusive language or obscene gestures and no verbal or physical abuse of opposing team fans.

The nail-biting 36-32 win last Saturday for the 49ers was the team's first playoff game in nine years, and a raucous crowd was on hand to enjoy the victory at the expense of the Saints.

"I apologize for any rudeness that may have happened," San Francisco 49ers president and CEO Jed York said. "I think you saw 49ers fans who were very excited about hosting a playoff game for the first time in a long time."

Those fans were so excited that they ruined the day for a shaken Don Moses and his two teenage daughters. Moses, a longtime Bay Area resident who is from New Orleans, said they were wearing the Saints colors and prepared for some good-natured ribbing.

Instead, he tells a horror story of fear and humiliation when his daughters asked him why he didn't do anything to stop the hulking 49ers fans who yelled vulgarities and threw footballs at them, screamed in their faces and called their mother a whore.

"The hostility and threats of violence were a constant throughout our experience," Moses said in a letter to the San Francisco Chronicle, one that launched some soul-searching by city officials and led to some 49ers fans to apologize on behalf of their city.

"Every other word from dozens of fans around us was an f-bomb shouted at the top of their lungs," Moses said. "There were seven or eight large 30- to 35-year-old guys directly behind us who cursed and threatened us the entire game." He turned to ask them to tone it down in front of his girls and they yelled: "Do not turn around again! Do not ever turn around again."

He was afraid that if the fans saw him calling or texting security, the men would harm his daughters.

"Every 49ers fan, the team and its owners should be ashamed and embarrassed to wear the red and gold today," Moses wrote in the letter published Tuesday. "They won the game but are losers in every other way."

NFL security director Jeff Miller told the AP that if the security cameras or undercover police catch such abusive behavior by fans on Sunday, they will be yanked from the stadium.

"We'll be looking early on to identify people trying to do those things in the parking areas and take action to remove them," said Miller, who will be at the game. "We're not going to be warning people inside the stadium. They will be removed."

Authorities are already sensitive about the heartbreaking case of Brian Stow, a paramedic and San Francisco Giants fan who suffered a traumatic brain injury after a beating by two men dressed in Dodgers gear following the home opener against the Giants in Los Angeles on March 31. Medical care for Stow is expected to cost as much as $50 million and the father of two has sued the Dodgers.

Tailgating after kickoff already has been banned from the parking lot at Candlestick Park under security measures introduced after two shootings, a beating and fights broke out during an Aug. 20 pre-season game with across-the-bay rivals Oakland Raiders.

San Francisco Police Chief Greg Suhr said he heard first-hand how Saints fans were treated last Saturday when he gave three of them a lift from the stadium back into the city after the game. They gave him an earful about how badly they'd been belittled.

"We're all native San Franciscans and, you know, that's not the way we want to represent the team and the city," Suhr said.

He said Mayor Ed Lee instructed him to do whatever it takes to make Giants fans feel safe.

Police officers and team personnel at the ticket gates will be welcoming them with cards that tell them how to contact police.

The 49ers also purchased Giants attire for undercover police officers.

"They'll be seated around the stadium as decoys, if you will, trying to draw out the obnoxious fans and they will be removed immediately," he said.

Then there are the lights.

A good portion of the game will be played under the same stadium lights that blacked out and delayed the nationally televised Monday Night Football game between the 49ers and the Pittsburgh Steelers on Dec. 19.

The city and the Pacific Gas & Electric Co. insist there won't be an embarrassing repeat of the two blackouts at the 51-year-old stadium, which had prompted the mayor to call the night a "national embarrassment."

PG&E spokesman Joe Molica is confident the nearly $1 million in upgrades to the park by the electric utility and the city will prove the old bayside stadium proud.

He said the wire for the electrical circuit that serves the park has been replaced with more than a mile and a half of new wire that is resistant to contact and carries three times the electrical load. A new computer system allows workers to better monitor the circuit.

The command center at the stadium has conducted a string of tests simulating the Dec. 19 blackout and everything tested well.

Will Molica be holding his breath on Sunday about another blackout?

No, he said, "I'll be holding my breath for the 49ers to win."
