Pedro Delgado?s fake title
Yesterday, Assemblyman Enrique Herreria published the fake title that Pedro Delgado Campana, former president of the Central Bank of Ecuador and cousin of the Ecuadorian President Rafael Correa, used to obtain a fourth level degree in the Central American Institute of Business Administration (INCAE), the same one that allowed him to work as a professor at the Universidad San Francisco de Quito.
Herreria confirmed that Jose Guerrero Ponce, the college attorney, gave the document after the Assemblyman asked him, on January 24. The title used by Delgado to be a professor at the university between 1991 and 1997, was part of the record of the false economist.
The title used Delgado was issued on May 31, 1990 by the Pontifical Catholic University of Ecuador (PUCE), with the alleged illegible signatures of the director, dean of the Faculty of Economics, secretary of the Faculty of Economics and the General Secretary. It also has the signature of the Chancellor, which reads ?A. Gonzalez Z.? Below is the signature of the ?Archbishop of Quito.?

The date of issue of the certificate does not match with the studying years of Delgado according to the PUCE certificate, signed by its general secretary, Santiago Jaramillo. The former official enrolled at the Faculty of

Economy in the second semester of the academic year 1983-1984 and came through the first half of the year 1990-1991. This certification indicates ?the student has not graduated from his career, and has not obtained a degree in this university.? Nor is there consistency with the dates on which he made his masters in Costa Rica, which was from September 1991 until June 1993.
On the other hand, Juan Carlos Carmigniani, Delgado?s attorney, said in an interview with daily El Universo on January 4, 2013 ?the worthless instrument was obtained in Costa Rica and was used there 22-years-ago.? But the falsified document was used in both cases in 1991.
This information was given to Herreria last January 31, but the prosecution gave it 15 days ago.
